Mr McGuire is the older brother Eddie media personality and not live in the electorate.
The seat was left vacant following the resignation of former Prime Minister, John Brumby.
A group of unions angry with ALP bosses to Mr McGuire to head office, took the matter to the Supreme Court last week, but were unable to force a pre-selection ballot spot.
MS Gillard says good candidates can come from all walks of life.
"Some of these walks of life have brought them to the attention of the public, some of these lifestyles are the quieter life styles, and nobody knows their names until they step forward for the policy," he said.
"But I think Mr McGuire is a good candidate".
The Liberal Party is not contesting the election and Mr McGuire is widely tipped to win.
He will tour the electorate with the opposition leader, Daniel Andrews, even today.
